Breckenridge is the headwaters of the great Red River of the North, which is formed by the Otter Tail and Bois de Sioux Rivers coming together. This monument commemorates the steam boats and barges that carried goods along the trade corridor. On May 22, 2000, Project Breckenridge hosted the opening of the Red River Millennium Canoe Tour. The canoe tour the length of the river was organized as a way to celebrate the river's history in transportation and commerce of the region. The tour traveled approximately 550 water miles to Selkirk, Manitoba, Canada. The monument was dedicated on September 9, 2000, when Breckenridge celebrated Headwaters Day.

At the Headwaters of the Red River of the North in Breckenridge, on Minnesota Avenue West at Interstate Bridge. At this spot the Red River of the North begins it's Northward flow 549 miles to Lake Winnipeg, Canada, and from there continues onto Hudson Bay, making it the longest North flowing river in the United States. The Red River of the North is formed by the joining of the Bois De Sioux and Otter Tail Rivers at this spot. Boat landing, dock, parking and picnic shelter facilities are available. There is also a 'Friendship Sculpture' denoting the Headwaters

The park entrance is at 2nd Street North and Nebraska Avenue for vehicles and from Minnesota Avenue West via the walk bridge. Facilities include: handicapped accessible playground equipment, picnic shelters, horse shoe pits, tennis courts, river bank fishing, 5 primitive campsites, restrooms, open grassy areas. This is the site of the Wilkin County Fair and Breckenridge Headwaters Day and other activities, Historic schoolhouse, tours are available upon request. Three Rivers Performing Stage featuring periodic historical pageants.
