History:

CHAMPLIN, first settled in 1852, organized May 11, 1858, was named from its village, platted in 1853, opposite Anoka and the mouth of the Rum River. The village was first settled in the 1850s by Swiss and Yankees; Joseph B. Holt, Samuel Colburn, and John B. Cook had the site surveyed, platted, and recorded in 1856; it was named for Cook's wife, Ellen E. Champlin, the daughter of Commodore Stephen Champlin, a naval career officer, commander of the Scorpion, the gunboat that fired the first shots in the battle of Lake Erie on September 10, 1813, and cousin of Commodore Oliver H. Perry; Cook was a land speculator and partner of Alexander Ramsey in many ventures but did not live here. The city was incorporated on October 14, 1946; its first post office survived only a short time in 1857, a second post office being transferred from Elm Creek in 1858, which had begun there in 1855.
